Well it relates to the idea of "reformed" city government which was a reaction to the ward-based politics of the older big cities. The idea is to run the city in a more business-like way and prevent "machine politics" based in ethnic neighborhoods a la Chicago.
I agree that districts would definitely make things more interesting, but these proposals never seem to go anywhere.
