Right now on Capitol Hill (Hilltop neighborhood), parking enforcement is training new staff and they are chalking *everyone's* tires, regardless of whether you have a zone permit or not. Now, they aren't ticketing all the cars, so no need to panic. Anyway, it's been going on for weeks now.
