That's a good answer, but I wonder it they just said that to sound PC. There are no bars to hold on to for support. Aren't those legally required for special access facilities?

Maybe hillku needs to do some heavy research into the matter.

Actually the guy I asked with the facilities manager at my job in Houston, Texas. And he himself was in a wheelchair. Since Texas is the most unPC of states and Houston is the most unPC of cities in Texas, I'm guessing PC'ism played no role in it. :)

I asked because there were three urinals in a row and the short one threw a monkey wrench into the unwritten urinal usage etiquette rules.

He didn't say, but it's definitely a problem. According to conventional urinal usage etiquette, if there is a urinal with nobody on either side, you go to that one. And when there are multiple urinals fitting that description, you try to maximize the probability of there always being such a urinal while you are urinating. So in a 3 urinal restroom, you use one of the 2 end ones, leaving the other end free for use. You would never use the middle one unless both end ones are in use. But in this case, one of the end ones was one of those low urinals.

Typically if there are 3 urinals, ABC, if there is someone at A, I go to C. If there is someone at C, I go to A. If there is someone at B, I come back later if A and C are both empty but use the empty one if it is the only empty one (hard to explain why).

But at my company in Texas, the urinals were ABc where 'c' is the low one. So if there is someone at A do I come back later? Or use 'c'? There's splash to take into account as well. It's just so complicated.
